All menus are pixelated and impossible to read (races are fine)

I recently purchased a Quest 3 and have been slowly getting through all my race sims/games in VR. They all run smooth enough or better than I anticipated, except Raceroom. The racing is good. I have some graphics to muck with, but overall I can race and things are good. the menus are not. No matter what I try, every single menu (except once in a race) is a pixelated garbled mess. I can't adjust any graphics in game because I can't see/read what it is I am adjusting. I literally have to exit the game, reset to NOT open in VR then adjust the setting, then reset to open in VR and give it a go. I have no idea how to take VR screen shots, but imagine expecting 4K and getting 240p. When I run it on my monitor, everything is perfect. But once I play it in VR, the menus are messed up. Now and then, just as the menu is going to load into the next screen, it's clear and looks perfect. But that only lasts half a second. Literally, not even a full second of menu clarity.

There is a setting called "Menu HUD resolution", have you tried playing around with that?

Yes I did. It just got worse. I have it set to 2160 right now. Anything else gets even more messy. I haven't found anything like this with my searches online. Thinking I may have an anomaly. I tried restarting my PC and headset just to be sure. I checked all my steam VR settings, and have used the VR optimized settings in game. So far everything I've tried do nothing for the menu. It's a relief knowing that the game runs normal once into a race, but getting there is the hard part. I use Steam VR with the Oculus app open on my PC. This works on every other game with no issues, beyond graphics settings affecting gameplay.
