That often happens when using a laptop. You must enter that mentions agruments -cefNoBlacklist and -cefNoGPU in the Launch-Options in Steam. A shot in the dark, the way im reading that it sounds like you need to allow steam web helper through your firewall. Program Files\Steam\bin\steamwebhelper.exe Sorry if my assumption is way off, just a suggestion.
Hey please try adding -cefNoGPU to R3E launch options in Steam. - In Steam Library right click on RaceRoom Racing Experience and select Properties. - In General tab select "SET LAUNCH OPTIONS..." - type -cefNoGPU (please note it's case sensitive) - Confirm and launch the game.
