The whole idea of simulating something, the whole concept of "simulation", is about substituting the real thing, reality.
Why would Porsche licensing costs be the same as other makes? Is the F1 licence the same cost as the WTCC license? Although clearly there are many issues when it comes to licensing, such as Kunos existing relationship with Ferrari and the wider deal with Porsche, a key element in licensing costs is the potential revenue (sales) a developer can generate through that license. So the F1 licence is expensive because the developer can sell a lot of copies on the back of that license, while the WTCC license has nothing like the same selling power. In the same way the Porsche brand will sell a lot of copies, so you can be sure a Porsche license will be more expensive than a Ford or Toyota license. The price of the DLC depends not only on the licensing costs but also on the volume of anticipated sales. If they can sell significantly more copies of a Porsche pack than say a Japanese pack then the price could be the same.
After what happened today in Le Mans, Porsche should give a licence for free to all sims, just to thank the skies...

Here's hoping but I'm not sold so long as the source is Ian Bell and PRC. But great if it turns out to be true, hopefully S3 will grab the license as well when/if it's up for grabs.

Not soon = certainly not this year. 2017 at the earliest. That is why I don't think Ian Bell is going to make an announcement about pCars2. Much too "soon"...
Alright. But too soon doesn't exist in Ian Bell's dictionary. Remember people are still waiting for the full Indycar series (announced May 2014) and official Le Mans (announced June 2014) for good measure..
It has been announced a long time ago that Indycar was not coming to pCars1 and people just keep asking. Not sure about Le Mans though ? I have raced Le Mans 24hrs 5 times by now (PS4 first and PC now).
While this is true, their version of "behind" is still admirable. Assetto Corsa, as good as it is, particularly in physics, still lacks a lot for me as a racer. Their car selection is quite a hodge podge of great but wildly differing makes. The races are decent but unexciting. And now, sadly, the game refuses to run a race for me, career or user made. It might be from Windoze updating itself recently. Project CARS is a nice game, but the physics just aren't there for the sim it is touted to be. Frankly, the car kinetics of Gran Turismo and Forza are better in many ways. The physics with sports cars in PCARS is pretty bad. The bots however are very lifelike, an give the feeling of racing against human opponents online. I wish I could have these bots in RaceRoom, which still has that "follow the leader" evenly spaced behavior after a lap, and when there is a collision, half the time it seems like the bots have simply lost their minds. I'm looking forward eagerly to Gran Turismo Sport, as according to an Inside Sim Racing video, it reportedly has physics rather like Assetto Corsa in the latest build. The bots are faster and tighter, and is shaping up to be a Gran Turismo game much like AC. And take note, Sector 3, a full blown Livery Editor. But RaceRoom has wonderful selection of cars and tracks, enough to enable a decent race in a number of leagues of all performance levels, including open wheelers. And one of the best Nordschliefe models in racing. Yes, it is lacking in some content. I'd love to see GT4 racing represented in RR, but what is there is exemplary. And as they say, more goodies are coming.
