I have a problem with understeer when down shifting on RWD cars, DTM 2017 to be precise.

Can anyone tell me is there something in setup that can help me reduce this understeer or is it to driving
    technique?

understeer ? usually the problem in downshifting is oversteer, which the diff setting can help to soften

Yes, but could be that my pedals is causing understeer because i discovered that my throttle is constantly blipping by it self when im on the brake, so i will try to clean pedals and see if that understeer will be gone and let you know

Finally, i fixed my understeer problem. It was not setup related, it was problem with pedals. My throttle was constantly blipping when i was on the brakes thus creating understeer when downshifting, so i cleaned them and problem was gone. Now i can downshift normaly :)
