I think thats specific to your GPU as its not available for my GTX1080 in the driver settings

I've noticed with the newer cars being released, that the camera movement allowed in the swingman view is much limited compared ot older cars....

Understood it was controlling the camera movement. The chase cam isnt fixed directly behind the car but is allow to spring slightly left or right...
