If a driver gets a drive through penalty that is not served (maybe because it is on the last lap so there is no possibility to do it), they seem to get get a time penalty. However, it does not look like the final race positions are sorted in the order of final completion time but in the order the cars crossed the finish line. Example car X has final time (after penalty time added) 22:40 on 4th place and car Y has final time 21:55 on 5th place. This is not correct and also ranking will be incorrectly calculated after the race.
