What's his rating and reputation? If he never raced on ranked before, don't use "Only eligible" checkmark, it might not work correctly for first-time drivers. You start with 1500 rating and 70 reputation, so try each ranked server one by one.

That's because he has never driven on ranked, the system doesn't know his numbers and puts 0s there, but that's incorrect, his actual stats were 1500/70.
The rating system doesn't always work correctly... see the last two ratings in the top right corner. I gained 4.7 points, but I have fewer than before.
